NDLEA Chairman Pledges Support for DICON, Commends Strategic Reforms
The Chairman and Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), Brigadier General Mohammed Buba Marwa (Rtd), has pledged the agency’s commitment to partner with the Defence Industries Corporation of Nigeria (DICON) in key areas including the training of armourers and procurement of ammunition.
General Marwa made the pledge during a courtesy visit by the Director General of DICON, Major General Babatunde Ibrahim Alaya, to the NDLEA Headquarters in Abuja. He described DICON as a strategic national institution capable of complementing the ongoing war against drug abuse in Nigeria.
He commended General Alaya for his visionary leadership, particularly in pursuing strategic partnerships and collaborations aimed at repositioning DICON to compete with leading defence industries in countries like India and Brazil.

In his remarks, Major General Alaya expressed appreciation to the NDLEA Chairman for his unwavering efforts in combating drug abuse across the country. He noted that drug abuse is often a catalyst for other criminal activities and reaffirmed DICON’s readiness to support NDLEA’s mandate through the supply of defence-related products.
The DG highlighted the transformative potential of the recently enacted DICON Act 2023, signed into law by President Bola Ahmed Tinubu. According to him, the legislation has positioned DICON as the nucleus of Nigeria’s emerging military-industrial complex, opening the door for increased collaboration with defence-related private sector stakeholders.
General Alaya assured that within a few months, no defence or paramilitary institution in Nigeria would need to import ammunition, as DICON would be fully equipped to meet their operational requirements locally. He added that the Corporation’s commitment and transparency had attracted significant private sector interest and investment.
“Very soon, Nigerians will take pride in DICON as a revitalized institution with a strong base of committed partners and growing national relevance,” he stated.
The visit featured high-level discussions on strategic collaboration, the signing of the visitors’ book, and a guided tour of the NDLEA facilities.
